The small key is an item dug up on the Pandemonium by following the lockbox directions from the lockbox on Chinchompa Island: "On the Pandemonium, you'll dig on dry land, but make sure to move as far east as you can."
The small key can be obtained without ever obtaining the lockbox directions, and can be banked should the player not have the level 42 Sailing requirement to dock on Chinchompa Island.
Upon opening the lockbox on Chinchompa Island with this small key, players are given the salvaging station schematic.
