Toban's key is given by Og in the Watchtower quest to open the chest near Gorad. After opening the chest you will find Toban's gold and the key will be consumed.
If you should happen to destroy Toban's gold bar or lose it by any means, return to Og to be given another key and return to the chest to obtain another gold bar.
