The small key is an item dug up in the Buccaneers' Laboratory beneath Buccaneers' Haven by following the lockbox directions from the lockbox on Deepfin Point: "On Buccaneers' Haven, find a cell yet unclaimed, then dig where you'd rest your head if you stayed."
The small key can be obtained without ever obtaining the lockbox directions; upon opening the lockbox on Deepfin Point with this small key, players are given the dragon cannon schematic.
