A bottle of spinner's last gasp is an alcoholic drink acquired by prying open a sealed crate east of the Void Knights' Outpost. Doing so requires a crowbar in the inventory, which in turn requires completion of Prying Times to obtain.

Drinking the bottle grants 75 Sailing experience, and will inflict poison (starting at 4 damage) that lasts for around 4 minutes, and which can be cured with antipoison potions.
