Wintumber Island is an island south of the Isle of Souls. It requires 63 Sailing, unboosted, to moor on.
It contains a crab monument that can be charted. Doing so while on the island will also unlock the crab dance emote and gives a medallion fragment. If the player has already charted the monument, the emote and medallion fragment can still be obtained by approaching the monument and attempting to chart it again.
If you teleport away from the island, you will need to retrieve your boat via a Shipwright, use one of the boat teleportation spells, or be brought to the island by another player, as there is no other way to get to the island than with a player-owned ship.
There is also a pile of inconspicuous rocks for building an Elite STASH unit, several lantern fishing spots, as well as 11 Sand Crabs.
