Elemental ore is an unobtainable item present in the RuneScape 2 beta. It would have been used in the original version of Elemental Workshop I. Presuambly, players would have been required to smelt it into an elemental metal, which then would have been used to smith the Elem longsword.
The item was deleted before the end of the beta. In the final version of Elemental Workshop I released in June 2004, it was superseded by Elemental ore, which serves the same purpose.
