The wimpy feather is an unobtainable item, similar to the feathers that can be obtained from Hunter. It was added alongside an update in 2007 that graphically updated the other feathers. It is possible that a new bird that would have provided this feather was meant to be added, but was ultimately scrapped.
The item has never been obtainable in Old School RuneScape. However, it remains in the game files.
