The servant bell is an unobtainable item added to the game with the release of Construction. It is identical in every respect to the grail bell, except the name is different. It is possible that it would have been used to summon servants but was removed before launch.
Alternatively, it may have been intended to represent servants in the Construction skill guide. Bizarrely, the grail bell is used for this purpose instead.
