Councillor David Andrews was the current head councillor of the Kourend Council. He can be found on the 1st floor of the Kourend Castle, next to the throne.
During the events of A Kingdom Divided, it is revealed that he is a traitor allied with Xamphur, who killed both King Kharedst IV and Crown Princess Rose. Andrews was tasked by Xamphur to sabotage the dark altar so that the latter could perform a necromantic experiment, which takes place during The Ascent of Arceuus. During A Kingdom Divided, the Council's conspiracy is laid bare and Andrews can be found in a cell within the Shayzien Prison afterwards. Unlike his fellow member Councillor Unkar, Andrews does not regret killing the king and holding immense power in his hands, stating that he would gladly do it again if given the chance.
