Councillor Kubec Unkar was a member of the Kourend Council that governed Kourend. He is a dwarf located in the Lovakengj Assembly in Lovakengj and is good friends with Lady Vulcana Lovakengj. During A Kingdom Divided, it is revealed that alongside the other members of the Kourend Council, he conspired to kill King Kharedst IV and his daughter Crown Princess Rose with the Xerician mage Xamphur.

During The Forsaken Tower, Unkar sends the player to Undor to help him in repairing the Doors of Dinh. The player successfully manages to bring the materials, gaining his thanks.

In A Kingdom Divided, after the player reveals the Council's treachery, Vulcana is hesitant to sign the new Royal Accord unless she was given proof that Unkar was complicit. The player meets with one of Martin Holt's associates, Jorra, where they fend off an assassin sent to kill Jorra. Jorra hands them a declaration, which the player brings to Vulcana. She is shocked to see Unkar's signature on the declaration and agrees to sign the new accord. With all five houses backing them, Unkar and Andrew are confronted by the house heads for their treachery. Unkar is shocked to learn that Liam died. When their guards step aside, Unkar realises they have nowhere to go and surrenders, and the two former councilmembers are taken to Shayzien Prison to await trial. There, the player could talk with him, in which Unkar accepts responsibility for his actions, though hopeful that his contributions to Lovakengj would not be forgotten.
