Tomas Lawry works for the Kourend Council and can be found outside the Port Piscarilius bank. During The Queen of Thieves, he conducts an investigation on behalf of the Kourend Council to investigate unusual happenings in Port Piscarilius.
After completion of the quest, he is found on the top floor of the Kourend Castle, following Councillor Hughes' arrest he has strong ambitions about entering the Council himself. Following the events of A Kingdom Divided, he laments over the dissolution of the Council in favour of a monarchy and having to do actual work.
