Chancy is one of the three individuals who agree to smuggle dangerous chemicals into Varrock during the Biohazard quest. His name is derived from his gambling addiction, gambling being based upon chance. During Biohazard, you must give him the liquid honey.

Prior to the quest, Chancy can only be found near the Chemist's house in Rimmington, practicing with a deck of cards. After the quest, he can be found in both Rimmington and the Dancing Donkey Inn in Varrock, where he is waiting to meet his gambling buddies. He is always accompanied by his associates Hops and Da Vinci.
