Gary is an item that may be placed into the player's inventory when Gary is following them during the 25th Anniversary event. Dropping it will cause him to follow the player, much like a pet does.

Because he cannot be picked up normally, the follower item is not intended to be received by players, but is used as a failsafe measure in the event that the Gary follower is forced into the player's backpack.
