Ceto is a mermaid located in the underwater section of Fossil Island. She grants the player access to a fishing zone where they can catch fish shoals provided they have a drift net. However, entry requires a fee: the player can pay 200 numulites for a private instance lasting one day or 20,000 numulites for permanent access.

She has a niece named Annette, who is found inside the fishing zone.
