The warning letter is a letter found in the refugee camp within the Ghorrock Prison during Desert Treasure II - The Fallen Empire. It is read to solve the password for the chest containing the sapphire key.

If you're reading this, you've no doubt already seen the horrifying truth for yourself. The Duke thinks he's destined to restore the empire, at the small cost of all our lives! You need to get out, as soon as you can. I left a key for you in the chest in this room. To unlock it, simply look to that which gives light. Once you have the key, head for the storeroom in administration. From there, you're on your own. Good luck.
