The ultor vestige is an item dropped by Vardorvis.

After learning how to combine ring icons from Peer the Seer, the vestige can be used on a berserker icon along with 500 blood runes, to create the ultor icon, which is then brought to a furnace alongside three chromium ingots and a ring mould, to craft the ultor ring. The entire process requires level 90 Magic and 80 Crafting, both of which can be boosted.
