Councillor Halgrive is a councillor in the Ardougne City Council responsible for public health and safety in East Ardougne. He can be found outside the East Ardougne church.
History
As the councillor in charge of public health and safety, he is worried that the infected sheep may start a plague epidemic in East Ardougne. When the adventurer sought some quests in Ardougne, they met Halgrive, who gave them a task of killing some "infected" sheep loitering around the city outskirts. The adventurer safely eliminated the sheep with biohazard measures and Halgrive rewarded them for their service.
During the events of the quest series, Halgrive eventually learned from the chemist Elena that the plague was actually a lie concocted by Lathas and the Iorwerth elves. Halgrive believed Elena, and while the exact circumstances were unknown, agreed to help her overthrow Lathas. While they wished to do this peacefully, Lathas' heavy-handed response to Elena forced Halgrive to resort to dirtier tactics. The same adventurer from before, after having rescued Elena from Lathas' custody, met with Halgrive and the rest of the resistance in West Ardougne, where they revealed the rest of the plan to them. Since Lathas had control of the city's paladins and knights, they could not directly confront him. Halgrive instead suggested that the adventurer disguise themselves as a Knight of Ardougne and perform despicable acts as ordered by the King, which Elena did not agree with but Halgrive pointed out that there was no choice, as inaction would prove to be far dangerous with the elves' plan.
The adventurer, disguised as both a knight and mourner, committed despicable acts across all of Ardougne, while Halgrive and the rest of the resistance convinced the populace to take arms against authority. With enough people in arms, the resistance stormed Mourner headquarters and drove the elves out, which Lathas heard of and attempted to prepare his counter-attack. Halgrive, anticipating this, told the adventurer that they would charge the castle, as the battle swayed some of the knights to help the resistance instead. The adventurer and the resistance slew Lathas' guards and found him hiding in a closet, which Halgrive remarked as both cowardly and traitor. He allowed the adventurer to question him before having him taken into the city square, where he proclaimed his crimes to the public and had him executed. Following Lathas' death, Thoros was appointed as his successor and Halgrive remarked that he and the others had a lot of work to do cleaning up Lathas' messes.

Trivia
Should full mourner gear be worn, he will ask the player to raise the issue of the infected sheep to the Head Mourner, as he is worried that containment is not working.
