Cage doors are encountered as part of the Pillory random event. During the event, the player is locked inside of a small cage and must unlock the door to escape. Choosing the unlock option on the cage will open the lock interface with three options on which lock is correct.
Attempting to unlock the cage while outside the event instead prints the message You can't unlock the pillory, you'll let all the criminals out!
