The silly jester boots are part of the silly jester costume, which is obtained and used during The Fremennik Isles quest. They offer the third highest Magic defence bonus of any pair of boots, tied with infinity boots, pegasian boots, bloodbark boots, and boots of brimstone, only beaten by the Eternal boots and Avernic treads. Unique to the silly jester costume, a bell jingle can be heard when the boots are equipped or unequipped.
