Buttons are dropped by H.A.M. Guards, thieved from H.A.M. Members in the H.A.M. Hideout behind the Lumbridge General Store, earned from the Fishing Trawler minigame, dug up at the Digsite, or obtained from Ogre Coffins.
Polishing them into polished buttons requires 3 Crafting, yielding 5 Crafting experience and the message You rub the buttons on your clothes and they become more shiny.. Polished buttons are used in the Animal Magnetism quest. Without the required Crafting level the message says You rub the buttons on your clothes but they aren't improved by the process..
