The 2/3rds full jug is a quest item found in The Fremennik Trials quest. This is obtained by using a full bucket on an empty jug, emptying the jug in the drain, then using the 2/5ths full bucket again onto the empty jug.

5 December 2006 (Update)	The "Drop" option was replaced with a "Destroy" option, so players could not cheat the puzzle by getting multiple containers.
