The necklace cannot be made using the Crafting skill; it can only be obtained as a drop from goblins and cave goblins, or as an item spawn in Edgeville Dungeon near the hobgoblins and in the Varrock west bank basement (requires the Telekinetic Grab spell or completion of Crack the Clue III to obtain).
