The log balance is an Agility shortcut found in the Brimhaven Dungeon. The shortcut connects the Fire giant area of the dungeon with the Red dragon area. 30 Agility is required to get from the fire giants to the red dragons, but the shortcut has no requirements when going the opposite direction. This shortcut does not appear on the minimap or the World map.
