A Tap can be found on the upper floor of Peer the Seer's house. When a bucket is used on the tap, it will become a full bucket (which is different from a bucket of water).

When the full bucket is used on a 2/3rds full jug, it becomes a 4/5ths full bucket which is needed to obtain the vase containing the Seer's key.

Obtaining the Seer's key is the main goal in gaining Peer the Seer's vote during the Fremennik Trials quest.
