A Cooking range can be found upstairs inside Peer the Seer's house, which is located in Rellekka.

During The Fremennik Trials quest, the player has to cook a Red herring in order to obtain sticky red goop, which then can be used to progress through the Peer the Seer's challenge. After the quest, the house (and the range) becomes inaccessible.
