A Mind Altar Portal can be built in the portal chamber of a player-owned house. It will teleport players to the entrance of the Mind Altar, east of Goblin Village, where the Mind Altar Teleport spell takes the player to.
Players must first build a portal frame, then use the centrepiece to direct the portal. This requires 28 Magic and costs 200 mind runes and 100 law runes.
