Barfy Bill is a former sea captain with a chronic case of sea sickness, though travelling by river does not nauseate him. He bought a ship with the hopes of making a fortune as a merchant, but spent his first voyage at the rails. Shortly afterwards, his ship was destroyed in a fire, but happened to be well insured.

He can be found in Lumbridge, explaining basic information about the various canoes you can make at different Woodcutting levels. He also tells players that in order to use the transportation method of canoes, they must first cut down the tree next to the canoe station and shape the fallen tree on the canoe station, all with the Woodcutting skill. He is one of the five canoe instructors on the River Lum. Players can store an axe with Barfy Bill for canoeing.
