Highlord Katlo is the leader of Cam Torum who resides in the Highlord's Chamber. He plays a small role in The Final Dawn, granting access to Cam Torum to Queen Zyanyi Arkan and her cohert.
Attala describes herself as a key advisor of Highlord Katlo, but there is little other mention of him.[1] Following Teumo's capture by the Varlamorian authorities, Katlo and Vandra were unhappy with the turn of events. He ended up having to sign a trade deal with Zyanyi in order to have the traitorous dwarf back in his custody.
