The Generic Diplomat is an unused NPC added with the rework of Gnome Restaurant. Presumably, he would have been one of the customers that players deliver to, similar to Ambassador Ferrnook, Ambassador Spanfipple, and Ambassador Gimblewap.
He has an identical appearance to Ambassador Gimblewap. It is likely therefore that the character was only intended as a placeholder during development that accidentally remained after release.
