The Settlements note is an item obtained during the quest Secrets of the North. It can be found by searching the western chest in the centre room within the Ghorrock Dungeon after lighting the braziers in the correct order.

Alongside the ancient map, it is used to discover the passcode for the northern chest in the centre room.
