Oily cloth can be obtained by searching the abandoned equipment next to the fire in the Underground Pass.

It is used to wrap around any standard arrows, which, in turn, can then be lit on fire to become fire arrows. This is only necessary during the Underground Pass quest, however, all types of fire arrows can be made with the oily cloth and used outside the quest, although they do not give extra benefits.
