The goblin settlement is a small camp found in the ruins east of the Observatory. During the Observatory Quest, the Observatory professor tells the player that the goblins have been causing trouble in the region, and have stolen parts from the Observatory.

The goblin settlement also has one of the entrances to the Observatory Dungeon, which is similarly overrun by goblins.

Several teleport methods bring players to the settlement, listed here in order of least to most distance:

• Ourania Teleport — Ourania Cave entrance, just north of the settlement.
• Ring of dueling — Castle Wars lobby, south of the settlement.
• Watchtower Teleport — Yanille, well to the east.
• Spirit trees — Battlefield, well north-east of the settlement.

Little is known about the history of the goblin settlement, but the area was once part of the larger observatory nearby. Following the persecution of Scorpius, the area was likely fully abandoned, as indicated by the state of the buildings in the area. This could have either been to all members of the area being imprisoned for being Zamorakian, or due to the goblin raids that were common during this time. Goblins soon took over the dungeon beneath the observatory, stealing parts from the telescope for their own needs.

The settlement is extremely small, consisting of nothing more than three crumpled buildings. However, the area hosts multiple regular and oak trees.

The entrance to the dungeon can be found in the western building's remains. There is a one-dose superantipoison spawn in the south-eastern building, and in the dungeon are dozens of bone spawns.

There is a hard Treasure Trails map clue for the area, in which the player must search the crate near the dungeon entrance in order to progress the clue.

Naghead and Wagchin in the dungeon will have a conversation if the player goes near them, in which they discuss how ugly humans are.
