The final letter is found by searching Keenan in the Wyrmscraig cathedral after defeating the Mad Angel during the Fallen From Grace quest.

After all these years, I thought I had maybe finally mastered this illness. This hunger.

I was a fool. I have been a fool for so long now, and enough is finally enough. To the people of this island: know that you will be plagued no longer by my madness. The death of this boy will be the last. In my place, I leave this golem. Be careful around it, for it is unrefined and temperamental. A pyrophoroi I am not. However, in time, and with some work, I hope you will be able to use it. Let it defend you in a way I never could.

No words will ever make up for what I have done, but know that I will spend the rest of may days trying to earn forgiveness. May Saradomin guide you all.
