The barbarian invaders were running out of steam. They were pretty much forced to make peace or be wiped out, so they agreed to settle down peacefully and make a village on the Misthalin/Asgarnia border, thinking that they could lie low, well-positioned to build up strength and resume their campaign later. This is what is now called the Barbarian Village.
