Leon can be found in Aleck's Hunter Emporium in Yanille. He sells the Hunters' crossbow for 1300 coins at his own shop, Leon's Prototype Crossbow. He can also make kebbit bolts used by the crossbow. To do this you need either one kebbit spike and 20 coins for 12 regular kebbit bolts, or one long kebbit spike and 40 coins for 12 long kebbit bolts.

20 March 2024 (Update \| poll)	The amount of kebbit bolts Leon makes per spike has been increased from six to twelve.

Leon means "lion" in Latin. The fact that "he seems to be making odd sucking noises with his teeth" implies that his name (and probably hairstyle) has a purpose.
Aleck, who owns the hunter store, says that Leon has offered to sell his invented weapons. Aleck says he can't see them working, but despite this, the Hunter's crossbow is a decent ranged weapon.
