The dart is an unobtainable item added with the release of Construction. Although it cannot be obtained, it appears in the animation when throwing at a dartboard in the games room.
It was presumably originally intended to be an obtainable item, that players would have to collect before they could use the dartboard. This was removed and players can instead use the dartboard at any time.
