Councillor Catherine is the councillor of Catherby, and plays a major role in Current Affairs. The player needs to talk to her to fill out form cr-4p to officially act as a sailor within Catherby during the quest. She stands behind her desk, in the north-easternmost building in Catherby.
She is a stickler for her forms and paperwork she works with to be filled out properly and correctly, and as a result of this (and her uppity nature) Catherine is not well-liked by the citizens of Catherby, with Arhein stating that the citizens have elected several fish to the role of local mayor in order to block her from being elected to that position herself.
