Tyss is the guardian of the Dark Altar found in the northernmost reaches of Great Kourend. Players can access the Arceuus spellbook by speaking to him. Players with the Hard Kourend & Kebos Diary may talk to him to claim an Ash sanctifier.
Players can speak to him to obtain Arceuus signets, a component in building dark altars for a player-owned house.
Players who have access to fairy rings can reach him with the code CIS and running east.
