The spooky cauldron is an object found behind Zaff's shop in Varrock, which was added after the end of the 2022 Halloween event.
It can be rummaged to find a bruised banana, smelly sock, old wool, or spooky egg, which can be used to create a terrifying charm. The right-click "Stats" option will display the total amount of treats deposited by all players as well as the personal amount deposited for both the 2022 and 2023 Halloween events.
