The mudskipper hat is an uncommon cosmetic item dropped by Mogres, which require 32 Slayer and completion of the mogre miniquest, or ocean Mogres in order to obtain. It is worn in the head slot and gives no bonuses. They are occasionally worn with flippers, another uncommon item dropped by both types of Mogres.
