Elder Katt is a tortugan elder who guards the Sacred Grove on the Great Conch. Before starting The Red Reef quest, they deny access to players that attempt to enter the grove. During The Red Reef, they permit the player to enter the Sacred Grove to speak to Floopa on the promise that the player will not cut down any camphor trees. After The Red Reef, Elder Raley makes arrangements so that the player can chop camphor trees in the Sacred Grove.
