Elder Raley is a tortugan herbalist living in The Summer Shore. He is one of the elders found on the island and plays a major role in Troubled Tortugans, taking care of Floopa and giving the player tasks to complete. He also gives some information about tortugan culture on the island and gryphons if asked during the quest.

He is also the starting point for the quest The Red Reef.
