The chest is found in Zemouregal's Base. During The Curse of Arrav quest, it is searched for the code key. It is possible to bypass the Thieving skillcheck by bringing a lockpick.

When attempting to open the chest the following game message is printed:
You attempt to pick the lock on the chest...
It is possible to fail picking the chest, in which case the following message is printed:
You fail to pick the lock on the chest.
