A rock with a pickaxe is scenery found in the quarry and Ruins of Unkah mine. Taking the axe from the rock provides a bronze pickaxe, which takes some time to respawn. The spawn in the Ruins of Unkah mine requires level 5 Strength to take the pickaxe, and will otherwise print the message "You need a Strength level of 5 to pull the pick from the rock." The Bandit Camp Quarry rock has no Strength requirement.
