The Monolith is found in the antechamber of the Neypotzli prison. The purpose of the monolith is to help keep the Moons of Peril contained inside Neypotzli.[1]
Right-clicking "Visual-effects" on it allows players with visual impairments to toggle whether they'd like to disable the colourful transition effects in the prison.
