A balloon toad is a quest item used during Recipe for Disaster, in the Skrach Uglogwee subquest. It is the bait used when hunting for jubblies in the Feldip Hills. It is made by using ogre bellows with swamp gas on a swamp toad, receiving a bloated toad. Then, while having a ball of wool and rock in the inventory, the player must use the bellows on the toad again to create the balloon.
Once a player has set the trap, if the jubbly eats it or it blows away, the player loses the frog and rock but keeps hold of the wool. There are two additional options of Release and Release-all which may be used to set the frogs free. Although there is a drop option, it is used for setting the trap, and may only be used in some areas of the Feldip Hills. Therefore, the release option must be used for disposing of the item.
Using a limestone rock to make the balloon toad will give a balloon toad with a slightly different coloured rock, but they are functionally equivalent. After stringing 15 balloon toads, the wool is consumed and a message "Your ball of wool has been used up." is displayed in the game chat.
Attempting to bank this item will generate the message "A magical force prevents you from banking this item."

Spawn mechanics
How a balloon toad spawns a jubbly bird is virtually identical to the way a bloated toad attracts a chompy. When placed on the ground, a balloon toad will roll every 25 ticks (15 seconds) for a chance to spawn a jubbly bird, and will continue doing so until it either deflates or successfully attracts a bird. There is a 1 in 5 chance that a balloon toad attracts a jubbly bird each time a roll is made, and up to four rolls can be carried out before the toad flies off. Once a balloon toad has successfully attracted a jubbly bird however, it will not attempt to spawn any additional ones. Therefore, a toad will fail to attract a jubbly if it fails all four rolls, which works out to about a 41% failure rate. Reversely, players can expect a jubbly bird to spawn in around 59% of cases.

Each balloon toad rolls independently of any other toads that may be placed nearby, and the chance to call down a jubbly is likewise not influenced in any way by the proximity of the player to the toad. If a bird is successfully lured in, it will land on a random empty tile somewhere between 3 and 10 tiles removed from the airborne toad, forming a 21x21 square spawn area.
Although no more than three balloon toads can be held in the inventory, there is no limit to how many tethered toads may be strapped to the ground simultaneously. As jubbly birds will only attempt to devour the toads that spawned them down, and no more rolls are performed by the corresponding toads, it makes no meaningful difference whether the player actively prevents spawned jubbly birds from eating the floating bait or not.
