Border Guards can be found on the Varlamorian side of the border between it and the Kebos Lowlands. The guard will not allow the player to enter Varlamore from the Kebos Lowlands unless the player has both completed Children of the Sun and taken the Quetzal from Varrock to Civitas illa Fortis. If the player has completed the quest but not used the Quetzal, the guard will not allow the player to pass.
