Altarkiz can be found at the far south-west of Feldip Hills, near the entrance to the Myths' Guild and a spirit tree. He is seated by a fire along with Lord Marshal Brogan.
When attempting to talk to him, the player is told that He seems to be in deep concentration, and will leave him to it.
