The technical plans are a quest item from The Tourist Trap quest. You bring these plans for a weapon to the Bedabin nomads and use their experimental anvil to make it. After you've shown the prototype to Al Shabim, he takes the plans from you.

The first option on this item is "Read", if you read it, this comes up: The plans look very technical! But you can see that this item will require a bronze bar and at least 10 feathers. Upon completing the quest, it will instead read: Some technical looking plans.

Should the player have duplicated the item (via the drop trick) Al Shabim will retake the plans from the player upon continuing his dialogue.
