Skrach Uglogwee is located in the dinning hall of Lumbridge Castle during Recipe for Disaster. The player must inspect him to start the Freeing Skrach Uglogwee subquest. To start the subquest the player is required to have level 41 Cooking, level 20 Firemaking, and have completed the Big Chompy Bird Hunting quest.

To finish the subquest, a cooked jubbly must be used on him.
